William (Bill) Halford


Interim Chair

William (Bill) Halford is an experienced board director and cross-border technology lawyer, licensed to practice in both Canada and the United States. With a background in electrical engineering, Bill brings a unique blend of legal, technical, and strategic expertise to his work with innovative organizations. 

He currently serves as Executive Vice President, Legal at Cognitive Systems Corp., where he leads global legal and intellectual property strategy. He also provides in-house legal services to Ontario businesses as Fractional General Counsel and supports tech startups through his consultancy, Halford IP Services. Bill has held senior legal roles at Intellijoint Surgical and BlackBerry, with a focus on patent strategy, commercial law, and regulatory compliance. 

A dedicated advocate for digital health innovation, Bill has served on the Amplify Care Board since 2019 and is currently Interim Board Chair. He brings valuable insight into IP protection, privacy, and governance in health technology.

Dr. James Milligan

James Milligan, BSc.P.T., MD, CCFP, CFP is a family physician with the Centre for Family Medicine Family Health Team (CFFM FHT) in Kitchener Waterloo, Ontario, Canada. He is the Director of the CFFM Mobility Clinic, an interprofessional primary care clinic with a focus on improving primary care for individuals with physical disabilities. The clinic is dedicated to clinical research in primary care, working closely with globally recognized institutions. He is an Associate Clinical Professor in the McMaster University Department of Family Medicine and Adjunct Clinical Professor Western University Department of Family Medicine.

Andrea Curry

Andrea is a technology entrepreneur and product leader with a track record of building and scaling impactful technologies. She is now the CEO of Clockwork, an EV Charging software company. Prior to Clockwork, Andrea co-founded a clean tech startup focused on sustainable innovation and led product teams at multiple high-growth companies. With deep expertise in user experience and go-to-market strategy, Andrea is passionate about the environment and supporting innovation

Gillian Sweeney

Director

BN, RN, MBA

Gillian Sweeney’s professional journey began as a registered nurse in neonatal and pediatric care. This early experience in frontline care laid a foundation for her career that has spanned health care operations, human resources, digital innovation and executive leadership in the public and private sector. After earning her MBA, she transitioned into strategic roles in health care where she managed recruitment, labour relations and clinical operations. She then joined the Newfoundland and Labrador Centre for Health Information as Vice President, Clinical Information Programs and Change Leadership and led the province’s digital health strategy overseeing the provincial implementation of electronic health records, virtual care and change management frameworks. In 2020, she was recognized as a Woman Leader in Digital Health by Digital Health Canada and was also awarded the Leadership in Digital Health Award by the Canadian Health Informatics Awards. Her current role is Assistant Deputy Minister with the Government of Newfoundland and Labrador.

Gillian is passionate about evidence-based, system level change that is grounded in stakeholder engagement.. She currently serves on the Hockey Newfoundland and Labrador Board of Directors as Secretary and Chair, Governance Committee and has previously served on the Digital Health Canada Board of Directors. She was drawn to this Director role with Amplify Care given the organization’s deep commitment to clinician-led solutions that improve both the provider and patient experience leading to better health care outcomes.

Dr. Joe Lee

Director

MD, CCFP, FCFP, MClSc (FM)

Dr. Frederick Joseph (Joe) Lee is a highly respected family physician, educator, and healthcare leader based in Kitchener-Waterloo, Ontario. With over three decades of clinical experience, he has been a cornerstone of community-based family medicine, committed to innovation and system-level improvement. 

Dr. Lee earned his medical degree with honours from the University of Western Ontario in 1986, where he also completed a Master of Clinical Science in Family Medicine. He is a Fellow of the College of Family Physicians of Canada and has held faculty appointments at McMaster University, Western University, and the University of Waterloo. He currently serves as an Associate Clinical Professor in the Department of Family Medicine at McMaster. 

Dr. Lee has been widely recognized for his contributions, including being named Family Physician of the Year twice by the Ontario College of Family Physicians and receiving multiple Bright Light Awards from the Association of Family Health Teams of Ontario. A committed researcher and educator, he has published extensively on medical education, primary care innovation, and care for people with disabilities.

Kaye Balajadia

RNBN, MBA, PhD Candidate

With a career spanning over 15 years in healthcare, Kaye Balajadia’s professional journey has been dedicated to improving patient care, driving system-wide innovation, and bringing care closer to home. Her background as a nurse provided a foundational understanding of patient needs and clinical operations, which she has since built upon through various executive leadership roles. Her most recent roles include Executive Director of Virtual Health at Provincial Health Services Authority in British Columbia as well as Vice President of Patient Services and Chief Nursing Executive at Lake of the Woods District Hospital in Ontario, where she spearheaded significant local and provincial improvements

Kaye’s specialization lies in strategic healthcare leadership, change management, and clinical operations, with a strong emphasis on leveraging technology and data to create meaningful improvements. She holds an Executive MBA in Innovation and Health Administration and currently completing her PhD in Health Quality.

Kaye was drawn to the Amplify Care Board of Director role because of the organization’s mission to use technology to create a more accessible and streamlined healthcare system. As a clinician-led organization that prioritizes putting patients at the center and amplifying clinician voices, Amplify Care’s values align directly with Kaye’s own experience. She is excited to contribute her expertise to help achieve this vision.

Megan Stowe

Director

CIO, CHIME, MScN

Megan Joy Stowe is a respected leader in digital health and clinical informatics, currently serving as Chief of Regional Digital Solutions at the Provincial Health Services Authority. With over 20 years of experience across BC’s major health authorities, she has led transformative initiatives in virtual care, clinical systems, and quality improvement, driving meaningful change in healthcare delivery.

As an adjunct professor at UBC’s School of Nursing, Megan teaches Health Informatics Technology in the Master of Health Administration program and mentors MHA capstone students. She was recognized as a 2021 Woman Leader by Digital Health Canada and currently serves on their Chief Advisory Board, contributing to national strategy and innovation in digital health.

Megan holds a Master of Science in Nursing Leadership from King’s College London and is a registered nurse with the BC College of Nurses and Midwives.

She serves as Vice Chair of the Board for the YMCA in British Columbia and recently joined the Board of Amplify Care, drawn to their bold vision of reimagining care models to better serve marginalized communities through innovation, equity, and compassion.

Dr. Mohamed Alarakhia

Dr. Mohamed Alarakhia is the founder of and visionary force behind Amplify Care, where his extensive experience in primary care as a practicing family doctor and deep expertise in informatics have shaped the organization’s bold approach to digital health. As a leading force in the field, Dr. Alarakhia is dedicated to transforming the healthcare system by driving ground-breaking, patient-centered solutions that reduce administrative burden for clinicians and improve patient outcomes. His passion for using evidence and championing co-design with clinicians and patients have made him a transformative player, continually pushing boundaries to ensure Amplify remains at the forefront of the digital health innovation.

Dr. Alarakhia was awarded the Digital Health Executive of the Year Award in 2019 and the College of Family Physicians of Canada Award of Excellence in 2018 and 2022. He was recognized by Digital Health Canada as the Clinical Innovator of the Year in 2023, and in 2024, he was the recipient of the John C. Sibley Award for Excellence in Education for Part-Time Faculty.

He has a strong track record across multiple sectors in elevating brand presence and enhancing engagement with both members and partners.
